Yup,  heck, as a kid we used to charge batteries off the phone line, 
and that wasn't tele-permitted, nor did any harm.  TelstraClear don't 
care about Telepermitting, but generally you have already agreed to 
their standard TOS, which tell you you shouldn't try to harm their 
network.

Like a subsequent poster said, it involves testing to destruction (or 
close to), and last I checked was going to cost about $200 for an item 
(with only a $900 RRP) to be re-telepermitted after it suffered some 
misfortune that lead to it being required to be re-telepermitted by 
Telecom.  Needless to say said item was subsequently resold to a 
TelstraClear customer who didn't care if that specific item had a 
telepermit, only that it worked as designed.
