No.  TCNZ doesn't (has it ever?) interconnect with other ISPs via the WIX.

What will change is that traffic which used to flow between you and
non-TCL customers over the Wellington Internet Exchange (WIX) will now
take a less efficient route (and more expensive), unless the non-TCL
customer's ISP has a commercial agreement with TCL.

Less efficient can include "not get there at all", in cases where you're
trying to get to services which were *only* available via the WIX.  This
includes RadioNZ's Enzology streams, ftp.nz.debian.org, and presumably a
bunch of other stuff.

Yes, this does suck.
