OK, 

seeing as I started this thread,

time for some rational debate.

I want to play the devils advocate for a moment. Mainly to see what
arguments get flushed out. If I can unpick your argument, I'm sure a
telco can.

1. Peering is free. Umm. No it's not. People can only peer on the WIX if
they pay money to CityLink for a connection. Likewise the APE.
Admittedly it's extremely cost effective, but it's not free. Replace
every mention of the WIX or APE with CityLink and you can see the
argument weaken in front of your eyes.

2. No traffic charges exist in peering. Yeah, true. There is no variable
cost. But variable costs seem peculiar to retail/consumer based
connections. Wholesale ISP/ISP connections are usually fixed. Yes they
are costly, but people are not penalised for moving traffic - just like
a peering arrangement.

3. TCL are double dipping. Well, for websites that *only* serve NZ
connected people, yes, maybe. But what about the market outside of NZ
that they serve? Shouldn't they contribute to the costs of that? For
that matter - what about the costs of serving punters who aren't on your
network (but are in NZ)? - And BTW HTF do you

4. It's bad for the consumer!@#%%* - They (TelstraClear) are making the
NZ Internet more expensive than it needs to be. CityLink do a great job
in delivering low cost, high quality connectivity, and I totally respect
them for that. But that doesn't mean everybody must use them. It's a
free market. People pay way too much for things they buy everday.

5. The traffic is now going offshore. Yes, this is true. Like I said,
TCL are making the Internet more expensive for Kiwis than it needs to
be. What do you expect from a bunch of Australians and their
sophisticated management techniques? Over-arm bowling?

6. What needs to be highlighted is the principle - "..That New
Zealanders should have the choice to be locally and directly connected
to as many ISP's as possible via the most cost effective means.." - not
the technique "i.e. Connecting to the WIX". Admittedly the WIX is an
excellent example of the principle - but a principle cannot be captured,
unlike a technique. If we are compelled to create and build a NZ
internet on this basis, then things will be good.

Anyway, it's a sad day for the NZ Internet when an ISP intentionally
breaks things. And it's going to get worse before it gets a lot better.
