[wellylug] web based contact management

I installed this as it looked quite promising (thanks Jamie) - the 
install seemed to go fine but then all I could get was a blank browser 
window - so being in am impatient frame of mind  I gave up (maybe I 
shouldnt have installed it on the beta1 sme server 6.5:)
