Does anybody know how this works, on Debian if possible?

Specifically, does the kernel send hotplug events only to udev (which
would then pass them to the hotplug binary or not), only to hotplug
(passing them to udev at some point) or to both?

I'm trying to figure out how you could ensure (1) automatic device
creation and (2) automatic module loading.  Apparently udev is not
designed to do the second, but it seems clumsy to have to call udev
from every hotplug script.
