Partially damaged? what kind of physical damage would you suggest might
be responsible for it working fine under root but not as a user
account?
No, I would venture that either some setting went unsaved due to power
loss, the BIOS lost its mind after power loss, or that permissions on
your devices are being incorrectly restored on boot.
What are the permissions on the /dev/modem (or /dev/ttySX) device, and
are you sure that, for example, device allocations havent changed and
that kppp under your user account is set up to access say /dev/ttyS0
when for some reason the modem now appears under /dev/ttyS1 or
something like that - and root uses /dev/modem by default which gets
setup automagically?
