Just to rule out the obvious, what is the output from:

setserial -a /dev/ttyS0 

(replace ttyS0 with the appropriate port, and run the command as root).

In particular, what is Baud_base?  It should be 115200. 

[You probably know this already, but the default serial port speed is
only 9600, unless there is an appropriate setserial line in your init
scripts (or somewhere else that runs automatically).  If that isn't
fixed, nothing you do to the modem will help.  Having said that, any
decent distro would take care of the problem.]
