I've not used the 5.25" Vantec enclosure, but I've used many others. 
They're all pretty decent.  I have, however, used the 3.5" enclosure
by Vantec and it is excellent.

As for the USB1, you'll soon tire of transferring at 12mbit/sec.  I
would *highly* recommend getting yourself a USB2 card for your
machine.  It will make all the difference in the world.  Of course,
having a 7200RPM drive in the thing will help as well.

I use an external enclosure at work as my main storage drive.  (read:
mp3s!)  The one I'm using is Firewire/USB2 and so far it's been pretty
rock solid.  Granted, I'm using it as firewire, but it's got a 7200RPM
drive in it, so I have no problems.
