Perhaps evolution is using gnome-open instead of looking att his file directly?
I know in the case of GShowTV it actually passes the file to gnome-open which 
then passes it off to the correct application.

Got a brower set a the default browser for gnome? Run: gnome-open "www.google.com"
*grin*
I'm not sure how to set the association manually outside of nautilus, but 
perhaps creating a .desktop file in the format/location you've displayed does 
the trick. :)
