[wellylug] WCN Server and Depeering

 I get a 'Connection was refused' message when trying to access web 
pages on this site (generally  http://xxxx.wellington.net.nz  although 
some have their own main domain names like http://www.stlukes-
wadestown.org.nz).  FTP access for updating content is still OK for 
those with passwords.

This site is sponsored by Wellington City Council and is free to non-
profit groups in Wellington.

Does anyone know whether this site has a problem at present or 
whether it has been hit by depeeing, since most accesses would have 
been through the Wellington peer exchange.  My access is via 
TelstraClear cable.

It has occurred to me that depeering could radically increase costs to 
the operator of this site.
