I've just spoken with TCL and they assure me that they do not block 
international smtp. They do offer a backup MX service but only to 
domains registered with them and the pricing schedules suggest 
commercial use.

Hmmm. I think perhaps my friend's problem might be that she tried to 
send her email while my mailserver was otherwise engaged. I'll approach 
my domain registrar and see if they will do backup MX.
