Ah, sorry. You create an exim filter file wherever you like 
then tell exim where it is via the conf file(s).

The filter file has access to all headers and has its own 
language (see "Filter Specification" in the docs). I find 
them easier than acls.

It could probably be done with an acl, but it seems to me 
that it is a bit like using a sledgehammer to crack a nut.
