One possibility is that there are different types of usb controllers
(uhci, ohci, ehci).  If the wrong one has been loaded, you probably
won't get anything working.

An /sbin/lsmod on my machine turns up usb-uhci, which is obviously the
right one for my machine since it works.

At least in the 2.4 kernel, the others should be something like
usb-ohci and usb-ehci, or ohci-hcd and ehci-hcd (guessing from kernel
config names).  If nothing else works, you could try modprobing one of
those.
