It would be quite easy to achieve if you were running a virtual Linux
image per user, using something like User Mode Linux
(http://user-mode-linux.sourceforge.net/) or Xen
(http://www.cl.cam.ac.uk/Research/SRG/netos/xen/). Each Linux image could
then be given its own IP interface and monitored. Graphing could be
performed using RRDTool
(http://people.ee.ethz.ch/~oetiker/webtools/rrdtool/).

Probably not quite the answer you were looking for, but may be an idea.
