I can confirm - part of my traffic is definitely being billed as 
'national':

  For period 2005-09-19 to 2005-10-18:
   International : 1044.49
   National      : 351.49
   Total         : 1079.63
   Remaining     : 9160.37
   Days used     : 11
   Mean/day used : 98.15
   Days left     : 18.9583333333333
   Mean/day left : 483.18

You need html2text in your path, and you might want to adjust 
$totalTrafficAllocated if you are on a different data cap plan. Put your 
username and password in ~/.netrc with appropriate permissions (e.g. 600):

machine www.paradise.net.nz
login <username>
password <password>

(The script needs a bit of polish, so improvement patches are welcome - 
especially LWP::Simple support and elimination of html2text).
