DNS is certainly involved! Without a DNS server setup, you can't access
websites.

DNS is a likely problem, but this information is just too vague.
Could you download a file (say 10MB), and let us know what the download
speed is?
try this one:
ftp://ftp.wicks.co.nz/pub/linux/dist/centos/4.3/os/i386/CentOS/RPMS/kernel-2.6.9-34.EL.i686.rpm
And let us know the speed.
And, could you run the following on a linux box:
ping -c5 www.google.com
and post the output here.
