Since the download speeds are the same, that adds more weight to the
suggestion that there is a problem with DNS on your machine.  If you
browse using the IP address, does it appear more quickly?  For
example, if you visit:
  http://211.2.252.2/
does it appear more quickly than
  http://www.tokyopc.org/
