.so is the linux equivalent of DLL in windows, so, yes, it's a binary
file and you don't want to edit it :}

The configuration of mod_cgi should be happening in httpd.conf or
one of the files it includes (depending on how your apache is being
handled).  Look through apaches configuration file(s) and search
for cgi.
