Seems like an arbitrary geographical split to me. Does the project
qualify if only one contributor out of 1000s is a Kiwi? Or does it fail
to qualify if there's even one overseas contributor?
Will it offer features that we can't get at sourceforge, savannah,
rubyforge, and the like?

A local *mirror* of canonical sources would be excellent - or shall we
say, support and co-ordination of existing mirrors? A frequent message
to various lists in NZ is "<OS> mirror at <site> seems to have gone away
- is there another local source of <OS>?". Some people are still on
National Traffic tariffs (which is another whole conversation on its
own).

Heaps of OSS for Windows, please! That's how to get people away from
closed source - one application at a time ... :-)
