Hi Joel,
Have you investigated Smoothwall (
http://www.smoothwall.org )? The coorporate version
appears to have traffic managment (smoothtraffic),
possibly the FOSS version has a limited functionality
or the team might be working on it for V3 (in Beta
currently).
I used smoothwall back in the UK and found it
wonderfully effective and straightforward.
