Yep, it sounds very much like you are not NATing the incoming packets
from the ipcop, therefore the ubuntu machine is seeing external IP
addresses, and sending them on to the default router .1 ... which does
not send them to the ipcop ?

OpenVPN works for me in virtually every situation like this, it's NAT
smart and remembers to operate on VPN-specific IP addresses for the
through traffic :-) Which of course doesn't answer your question, but
short-circuits the eventual "but how would *you* do it then?" email.
