[wellylug] Grub advise required

Hi all, 
Can anyone advise if the following is possible - 
I want to set up two totally separate copies of the other operating system
(end user will not consider linux) on the same PC, so that user 1's system
is totally protected from what user 2 (teenage son) does on *his* partiton.
User 2 is dangerous, will download anything that is clickable and stuffs the
PC on a regular basis. User 1 wants web browsing, email, MS Office, VPN to
the company system, etc.
Ideal situation would be two separate PCs and they DO have this, but user 2
brings teenage mates in to use the second computer, with predictable
results.

I've tried the Windows dual boot, but cannot make the two sides invisible to
each other while still allowing user 2 the rights he needs to install games
and so on.

My question is - could Grub do this and if so, could someone assist me in
installing it without having to install a Linux as well. I can attend the
LUG meeting tonight with the box if needed.
