Usually rwx for root only, unless you don't mind other users viewing 
fragments of recovered files before you have a chance to remove them. 
Since the contents of any file on the filesystem could end up in there, 
you should restrict access if you have any sensitive files.

In fact, I see no reason to allow all users to access an EXT2 lost+found 
directory, but there might be one.
