In the absence of further clarification - from the Cambridge dictionary:

"ADVERTISE
verb [I or T]
to make something known generally or in public, especially in order to sell it."

In seems in it's strictest sense, there has to be some financial compensation or
reward received by the 'advertiser', otherwise it can't really be classed as
advertising.
Or put another way, if it does NOT depend on money changing hands, then *ANY*
item/news made public or known generally is advertising - and that would include
meeting reminders, and just about anything else posted to this list.

The original post that caused this furore was a harmless offer of free gear to
folk that would doubtless use it in a pro-linux fashion. Is that really so
objectionable? I know I find the resulting fall-out from this to be far more
objectionable. Frankly any group that would bar Ed Chalaron (who I have found
to be one of the most consistent on-topic posters) for pointing out how
ridiculous this kerfuffle has become, can also exclude me, too. And good luck
for swapping ideas between the few that remain.
