Go look at http://packages.ubuntu.com which will give you the details
you're asking for.
Mediawiki 1.4.14-1ubuntu1 is included in Dapper's Universe repository;
if you can live with that version all the required dependancies will be
installed for you automatically.
If you have a really valid specific reason to need 1.7.1, I'd
respectfully suggest that you should already know how to do all the
required dependancy checking; if not, you'll end up with some flavour of
unstable system without intending to.
However, a simple method would be to install the packaged 1.4.1; then
remove it, and unpack your downloaded 1.7.1 by hand. This will mean that
the proper dependancies will have been installed properly (i.e. with the
packaging system) and will be covered by security updates going forward,
even where the mediawiki 1.7.1 will not.
