Ah.  I hadn't picked up that you were running a very limited
distribution.  tzconfig comes from the standard libc6 package, and is
almost everywhere.

All it does is provide a helpful interface to putting the correct
timezone data into /etc/localtime (by copying, or linking) from the
normal repository in /usr/share/zoneinfo/...

You could use tzselect (which just tells you which zone file it used) on
a normal Linux machine, then copy the appropriate zoneinfo file into
place on your target machine.
