More or less, it can be.  The problem gets worse as you get larger
periods of time between the stable and testing releases, of course,
because the delta between the two increases.

Also, of course, it depends on the package.  The less dependencies it
has on the rest of the distribution the less trouble it is.

Good luck.  I generally used backports.org when I was using mixed system
and found it a decent solution.  These days I opted for the Ubuntu path.
