Ogg Theora is no more "excluded" from the HTML5 spec than JPEG or GIF 
were ever "included" in any other HTML spec.

It is right that HTML does not specify which formats to use for img 
tags, or which language to use for script tags, and so it is also good 
that they do not specify formats for audio or video tags either.
