Try `/etc/init.d/gdm stop`.

If you want to reboot and not have it start, my preference is to
edit /etc/X11/default-display-manager, and comment it out. In fact, you
just need to not have any display manager in there - any other garbage
is fine, since all the display manager init scripts just check for
themselves in that file, and ignore anything else.
