I didn't think that was supposed to be "in the wild," but perhaps you
have enabled some non-core repository like the KDE upgrades and it was
shipped as part of that.
However, yes, the upgrade tool has actually been moved into a testing
phase ready for the real release, so this is the official deal.

Well, probably not. Feisty is pretty stable and, having just entered
beta, you shouldn't be seeing much by way of trouble.
You might file a bug report if you only had the standard core edgy
repositories enable though -- it probably shouldn't prompt for
pre-release distributions yet. :)
