I possibly wasn't clear: it doesn't.  What that dpkg command does is
tell the system to finish the process of configuring and installing any
packages that it was half way through the process of.

The bug is definitely somewhere in the GUI side of things -- which work
fine for almost everything, and which should hopefully be ironed out
some time soon. :)

Yup.  Unless you really like debugging software problems you generally
shouldn't use pre-release software; even the beta has hundreds of
megabytes of updates on a semi-regular basis as packages rebuild.
