It's a consistent interface. For all service applications there will
be an init.d scrpt, and they will all implement "start", "stop" and
"restart". Debian lives by consistency :-)

That would therefore be a fault specific to the Debian scripts
packaged with apache.

Yes, http://httpd.apache.org/docs/2.0/stopping.html tells us that
'graceful' will cause a re-open of log files.
