No, he wasn't.

Dapper has a policy for updating software packages, but this is only
done with careful consideration and with a strong effort to avoid
disrupting normal operations.
Security updates, the most important changes, are done by applying the
security fix to the current version -- not by upgrading to a newer
version of the software.
In essence, though, for anything but a "long term support" release
Ubuntu do, basically, promise that they will never update the repository
and do stick to it.
If you want something that "just works" day after day, well, that policy
is what gives it to you. :)
