I would debate the general applicability of that advice. It may be true
for some but certainly not all.
Dapper is the most up-to-date LTS (Long Term Support) release from
Ubuntu. Later releases are of a more experimental nature and are known
to be less stable.
It's perfectly reasonable to use Dapper as a stable platform and then
install more recent versions of specific packages that you need to be
more up to date. If you experience problems with the updated package
you can always roll back to the older one.
Of course if you end up needing to update dozens of packages in order to
satisfy the dependencies for the one you want then a dist-upgrade is
probably a better answer.
