Indeed :-) but it's not quite what's happening.
You have clever people keeping you *stable* and *secure* for any given
version of Ubuntu
If you want to stay up-to-date, you need to upgrade to newer versions
of Ubuntu. As you have seen, this is the area where the cleverness is
stretched to the max - usually works, sometimes doesn't. Ubuntu
upgrades are pegged to the 6-monthly upgrade cycle of the GNOME
desktop ...
Other distributions of Linux take a different view of things. Your
approach of manually upgrading specific packages if fine, until "one
day", when the next version of "foo" requires an upgraded version of
something critical, like libc ...
Perhaps Debian 4 will give you a good starting point, and you can
track the "unstable" or possibly the "experimental" update paths to
get individual packages updated more often. Perhaps someone on the
list will recommend another distribution that sounds closer to what
you want :-)
