I'm guessing that version 9 has installed itself into /etc/skel, so that
new users get the plugin. However, existing users still have the old
plugin installed in their home directory (eg: ~/.mozilla/plugins/).

You could fix this in 2 ways:

1) Replace the old plugin files for each user with version 9

2) Install the flashplayer to /usr/lib/mozilla-firefox/plugins/ and
remove any local user copies in ~/.mozilla/plugins. (best way)

I don't use Feisty so I'm not sure if there is a specific way to do it,
or if it's just a manual process.
