Actually, it does, and for more than just show-stopping bugs.  If you
are enthusiastic you can read all about the "Stable Release Update"
procedures for Ubuntu in their wiki -- along with the rest of the formal
process documentation.

So, while it isn't another distribution upgrading on a routine basis it
is also not frozen at the second it was released.

A non-LTS release such as Edgy *is* essentially frozen in amber, only
thawed to update specific security issues.
