[wellylug] php and new Daylight Savings Time

speaking of time zone and daylight savings foolishness... does anyone here 
get use msltime.irl.cri.nz for npt reference? did anyone find it to be off 
by 46805 seconds (13 hours)? maybe it's just me...?

i just noticed that the clock on my laptop said 13:15... up until then i 
thought it was just a little past midnight... it's way past my bedtime 
now...

i wonder if that's a factor in displaying the old time... but 12 hours 
off...?
