Oversimplication. Sorry for confusing you.

I didn't consider floppy drives (surely I can be forgiven for that) or
CD/DVDs. In fact any block device can harbour a file system, it's just
unusual to put one directly on a hard disk device.

Of course none of this helps Mr Chord.
