On my machine, the default was that anyone in the 'dip' group could
run pppd, so I just added my main login to that group.  I also had to
make sure the 'noauth' option was ON in the pppd conf file.

I'm on Debian rather than SUSE so I'm not sure whether or not this is
appropriate for your situation.
