It shouldn't be necessary to use sudo.

But lspci will not find the modem unless it is on the PCI bus directly.
If it is presenting as a serial port, then it won't appear in lspci
output, but System->Preferences->Hardware Information (also called
Device Manager) may show it as a 16550a-compatible serial port.
