[wellylug] Installing Ubuntu on older PC

I just rebuilt a 1.6GHz system with standard IDE drive and 550MB RAM. 
After it installed, the only interface available was text. It was 
version 4.10 ( the only one I have).

Would this problem be fixed by installing the latest version? If so, 
where is the nearest place to pick one up please?
