Yes. For reference, it is generally safe to do anything with dpkg, etc,
as a normal user (*NOT* root) -- because they don't have permission to
write to anything critical for the operation of the system.

Probably. Interactive aptitude will allow you to browse the installed
packages, or 'aptitude search ~i' for all installed packages.
