I don't have Iceape, but for Iceweasel it's as simple as selecting
Bookmarks->Organise Bookmarks from the menu bar, then selecting File
-> Export once the bookmarks window pops up.  Then at the other end
the same, but File->Import.

I might be missing something with the Foxmarks/XMarks business though.
