Edoard, i'll spell it out to be clear:
If it does not have a telepermit, it is NOT permitted to be connected to
the Telecom NZ Network.
If your local loop is provided by someone else (TCL) then you must
similarly consult with them, for permission to use the type.
The permissive language is a concession to the fact that the restrictions
are tied to contracts, not directly to law, except by way of the
Telecommunications act as earlier mentioned.
The risk is yours to take, but I would strongly advise against the
non-telepermitted path, it has a significant risk of causing dramas later
on should you have line faults.
