As you suggested encryption is irrelevant to my problem.
As for lspci and other stuff, it's not relevant as well as it usually works everywhere (home, work, wellington airport, singapore etc...).
Now the trick is : I am in France... as usual they must have some unusual settings. I have been here for 3 days, and I just can't wait for my plane back to NZ. If I am lucky the country will not be paralised by strikes during the next fortnight. 

Back to my problem : I am not sure about the DHCP restriction. Where should I use that ? on the router itself or the network manager from SUSE?
And in fact should I or should I not restrict it ?
