It's more likely Telstra refusing to peer with citylink unless they
get paid for it. Like the madness that was trademe used to go via the
us for Wgtn tcl cable customers. Since strangely enough cusomers
wouldn't expect to get charged traffic for such local peering.. But
tcl's gotta get paid!
If you want to petion anyone it should be tcl.. And better yet ask for
it to be free traffic.
But they make Tui billboards about these sorts of things.
