Training should be an investment of time - I could spend a day working out how to do something and then get it only half right, or get a half day training and then do the same task in only an hour and do a better job. No sense in spending time/money on training if it's of no net benefit.  That of course doesn't count the networking and other intangible benefits of a training session.
