Fair enough.  I'm all out of ideas at the moment, so I hope changing the
scheduler does work for you.  

I don't know if I'd be brave enough to upgrade a ubuntu server, as I
keep hearing stories about upgrades between ubuntu releases often
breaking things - badly.  I don't know if this is so much the case with
server systems, but it's one of the reasons why I still use and prefer
Debian for servers (and desktops too actually).

I hope this has been helpful.  It's certainly help me exercise the grey
matter.
