The gnome splash screen is what you used to briefly see when you just log into
gnome while the user session was loading and on older versions of Ubuntu. On
recent versions of Ubuntu however they haven't used gnome splash screens for
some time, which might be why gnome splash manager isn't working?

The startup screen you see now is called a plymouth theme, which starts much
earlier in the boot process, before you even get the login screen.
